It is difficult to tell from your photo what is the cause of your under eye bags. An in person evaluation would be necessary to give definitive advice.

If these "bags" only showed up after your filler injection, you may be a candidate for dissolving the filler with hyaluronidase injections. Many times the the best approach is to dissolve the filler and start over with a new plan. I recommend you seek an evaluation from a plastic surgeon that has experience with filler and surgery so...

It is common to be upset with the size of your implants in the first few weeks after surgery.  The shape and size will change with time.  I would discuss your concerns with your plastic surgeon at your next visit.

The amount of lift you can get with Botox is minimal.  Botox does not inherently have any lifting ability.  I would find a surgeon that also does Botox and discuss your desired outcome with them.  It may be that you are expecting too much from a procedure that really has minimal ability to lift.

It is very common to have the reaction you have at this point in your recovery. Your tissue appears tight and will take time to stretch.  Discuss your concern with your plastic surgeon at your next visit, but be prepared for them to tell you to give it more time.

Based on your symptoms and photograph, you may qualify for a breast reduction.  Every insurance plan has different criteria for determining who qualifies for breast reduction. I recommend you see your plastic surgeon or a plastic surgeon certified by the American Board of Plastic Surgery for consultation.  There can be many different reasons for the change in your breasts over time.  A consultation and examination will be required to accurately evaluate what caused the change in you breasts.
