What treatment would you suggest to tighten my neck?

My recommendation would be for you to be evaluated by a CoolSculpting provider. CoolSculpting is to be used to target fat cells only. This treatment does nothing to tighten the skin. If the area is mostly fat, then it can be treated with CoolSculpting. If this is more of a skin/muscle issue, then it should be treated surgically.
Is CoolSculpting contraindicated if you have neuropathy?

Neuropathy is not a contraindication for CoolSculpting. I would recommend that you consult your physician that is treating your neuropathy prior to treatment. I would also mention this condition to your CoolSculpting provider so they are aware prior to treatment.

You need to be evaluated for underlying issues that may be causing your issue more than the appearance of fat under the chin area. There may be other treatment options that would help your appearance more than the CoolSculpting.

I do not see an issue with doing the two treatments close together. I think it may be better to space the treatments out to see which treatment gives you the best results. Doing them in the same time period, you will not know which one worked for you if you need a second treatment. As far as one treatment making the other useless, I would not say that is the case.

Bruising, tenderness and swelling are normal side effects after CoolSculpting. These side effects normally resolve in a few weeks. With the amount of bruising that you have I would recommend Tylenol for the pain. You may also want to use a heating pad on the areas to see if that will help with the pain. If the pain persist, then you may want to contact your provider. They may prescribe something like Gabapentin for the pain.

Laparoscopic surgery should not affect your CoolSculpting results. CoolSculpting addressed subcutaneous fat only. Once these fat cells are frozen, they are already in the dying process. The laparoscopic surgery only uses tiny incisions which cause minimal trauma to the area. You should see your results 2-3 months after your second treatment. You should be reevaluated at that time to see if more treatments are needed.
