This appears to be a fat collection, rather than sagging of the Naso-labial fat pads. I understand your concern that fat is not deposited inside the lips but thats the only explanation, as the nasolabial fold itself is intact and this is arising inside the lip. I would suggest to use deoxycholic acid (Belkyra) to dissolve the fat collection in the upper lip.
Is it possible to remove a scar that is on my lip? Non-surgical preferred.

I will suggest the two ends of the scar to be excised. This will not leave a bigger scar, but it's important to have flat skin throughout. The use of Erbium:Yag Full spot Laser will soften and blend the colour of the scar by regenerating new skin in the area. I will also use fractional Erbium:Yag Laser to stimulate new skin regeneration. The use Platelet Rich Plasma subcision will also add natural skin regeneration.
