Filler migration is always a possibility when trying to volumize an area that has a small volume capacity.
I would inject small amounts over time, staying away from the vermillion border.
Alternating filler with some neurotoxin in the orbicularis oris will also help evert the top lip.

Your skin tone is not too tan for IPL skin rejuvenation. All skin types are treated cautiously, and being tanned means we have to treat your skin accordingly. This does not mean you can not be treated. There are some contraindications to consider with IPL beyond the skin tone, so it would be best to come in for a consultation and we can decide the best treatment for you!

Botox, and other wrinkle relaxers are injected into targeted muscles, to ultimately soften the movement of this muscle, resulting in less lines, less movement, and a more youthful appearance. The orbicularis oculi is the muscle that is injected when trying to relax, soften, or remove smile lines, and "scrunching" around the eye.

From the information given, I believe you would be a good candidate to trial wrinkle relaxers in the "crows feet", though a proper consultation before treatment...
