I would recommend Broad Band Treatment. This treatment helps with rosacea as well as sun damage and cleans up the skin very nicely. It is the next generation of IPL treatments. It uses short blasts of high intensity light to target pigmentation (sun damage, age spots, freckles) and blood vessels (rosacea). The best part is that there is hardly any downtime and you can wear makeup the next day!

Sorry to hear you’re unhappy with your tattoo. Almost all tattoos can be safely removed with laser. I recommend finding a PiQO4 device and an experienced provider. Make sure they can show you before and after photos of patients with similar skin tone. Sorry to hear about your scarring issues. I would recommend using laser or RF microneedling to help improve the scars. Sorry to hear you dislike your tattoo. This tattoo can be removed using laser but it will take multiple sessions to accomplish. I do excisions for tattoos but this is a poor choice in this location.
