I would recommend individuals to be treated in a licensed medical facility, under the supervision of a physician. In our office our Coolsculpting specialist has been certified by Zeltiq at the CoolSculpting University. Before being treated I would recommend checking the practice's credentials.

CoolSculpting is a very effective treatment for patients who are concerned with upper and lower bulges in the back bra area as long as you are good candidate for the treatment. Patients typically need at least two treatments for optimum results. I would recommend being evaluated in a cosmetic surgeons office, so that you have the opportunity to learn about all of your options.

From the looks of your picture, your skin quality looks good ( you don't have stretch marks). That being said, your skin should contract nicely as the fat is lost or removed. I always recommend that my patients get to their comfortable weight before undergoing any procedure, as you will have your best results then.
Does the incision site where the ThermiTight probe enters the skin leave a permanent scar?

Unless a small amount of liposuction is performed in conjunction with Thermi tight, then the "scars" are puncture wounds that are virtually invisible. Two are placed just below the ear lobe in a natural crease hiding them. The central one is placed in a small crease just below the skin. Even when I perform a small amount of liposuction, these scars are very small and difficult to see!

You should know that you have options for treatment (coolsculpting, liposuction, tummy tuck). It is in your best interest to visit a MD who is able to perform all of these, and discuss you options and what exactly you want from the treatment. Sometimes the non-invasive way is more expensive! It is a little difficult to tell from your pictures; therefore a consultation with a MD who offers both treatments would be best. Thermi tight is better for fat and skin tightening of the neck and jaw line; my first impression is that this would be the better procedure for you!

There are several non invasive skin tightening options for you. I would recommend a consultation with a cosmetic surgeon who has the ability to give you options, as the Cool Mini may be an option, or Kybella, or another non invasive skin tightening/ fat reduction option.
