CoolSculpting will help to reduce volume but will not tighten loose arm skin. The best procedure for you with your history of weight loss is a brachioplasty (arm lift). This procedure can be done in an office OR provided that you do not have major health risks.
Costs will vary depending upon the type and extent of the brachioplasty that is recommended as well as the anesthetic. (John Zavell, MD, FACS, Toledo Plastic Surgeon)
Coolsculpting is a terrific solution for targeted fat reduction in the trunk, legs, chin. It does not help with sagging skin. Your best option may be a brachiplasty and yes it can be done in the office in select cases.

Will CoolSculpting help sagging skin on arms?
CoolSculpting is a treatment designed to reduce fat in localized areas. The arms can be treated for fat but the procedure will not tighten the skin. (Michael I. Echavez, MD, San Francisco Facial Plastic Surgeon)
Skin Laxity on Upper Arms
CoolSculpting can be used to reduced the fat pads on the back of the upper arm with a potential for slight skin tightening. However, the skin laxity resulting from a 100 lb weight loss would be better addressed with other treatments such as ThermiTight, Venus Legacy or other treatments that focus primarily on skin tightening; oftentimes a surgical brachioplasty with give the best results in this situation. (Roby F. Hayes, MD, Portland Physician)
CoolSculpting can be used for fat reduction on the arms but it is primarily for fat reduction not skin tightening. Brachioplasty is a surgical solution for skin tightening on the arms but it can leave an unsightly scar.
If you want a minimally invasive alternative you might want to consider Thermi Tight. (Ted Brezel, MD, Long Island Dermatologic Surgeon)
CoolSculpting is done in office and most practices can treat both arms at the same time, if they have 2 machines. While CoolSculpting targets the subcutaneous fat and eliminates about 20-25% of the fat cells during one treatment, it is not intended as a “skin tightening” procedure.
Depending on how much skin laxity you have in that area, you may be a candidate for minimally invasive skin tightening procedures, such as ThermiTight. I would recommend you consult with a board certified plastic surgeon to discuss all your options and go over pricing. (Patrick L. Basile, MD, Jacksonville Plastic Surgeon)
Coolsculpting on Loose Skin
Coolsculpting provides a reduction in fat cells but does not address issues of skin laxity. Please consult with a board certified plastic surgeon to discuss your concerns and other possible treatments. (Martin Jugenburg, MD, Toronto Plastic Surgeon)
CoolSculpting is used to reduce pockets of fat, it would not help with the excess skin. You should consult a local physician for some suggestions. (Janet Allenby, DO, Delray Beach Dermatologic Surgeon)
CS arms reduces fat, not significantly sagging skin
With large weight loss, you likely have thin sagging skin in the upper arms without much subcutaneous fat. As such, CS would not be indicated. If you still have fat, then yes, you can reduce the fat with CS.
The advantage applicators only take 30 minutes, and if your certified CS provider has more than one machine, both arms can be done at the same time. Costs usually are around $1500 for both arms-depending upon the amount of fat, if you require another session, the price will be slightly more.
Providers can be located on the Find a doctor feature on the main CS website. (Vaishali B. Doolabh, MD, FACS, Jacksonville Plastic Surgeon)
